Allocation How is my allocation calculated?

Your use is met first from the lowest-cost sources, a free native-yield baseline and any precipitation credit and surface water, then priced tiers, and finally your carryover bank. The exact tiers, caps, and rates are set by your GSA's ordinance and differ by agency.

True-up What is a true-up?

The year-end reconciliation of what you used against what you were allocated. An overage is either billed or drawn from your carryover bank. We project it months early so it is not a November surprise.

Carryover What is the carryover bank?

Unused allocation banked from prior years. It absorbs overages, but it is finite and draws down. The runway, how many years it covers you at your current rate, is the key thing to watch.

Cost What does my next acre-foot cost?

It depends where you are in the stack: free native yield, then low priced tiers, then your bank, then the mitigation tier out of pocket, and beyond that a penalty plus a cut to next year. Your portal shows your current position.

Kaweah Subbasin Which GSA am I in?

The Kaweah Subbasin has three groundwater sustainability agencies: Greater Kaweah, Mid-Kaweah, and East Kaweah. Parcels in one operation can fall under more than one, each with its own rules.

Allocation Does precipitation count toward my water?

A precipitation credit reduces your billable use for the year. It is typically based on a long-run average and does not roll over to the next year.

Good to know Is this the official number?

No. Your GSA's official dashboard and invoice are the authoritative source. WaterOptics projections are decision-support estimates. Always verify against your GSA statement before making decisions.

Mid-Kaweah is the only Kaweah GSA with a surface-water vs groundwater-dependent rate split: SW users pay $10 in Tiers 1 and 2, groundwater-dependent users pay $160 and $210.
